I'm starting a small business from home in Encinitas. Do I need to register with the City?

Probably yes

The City requires a business registration certificate for every business based or operating in Encinitas. That includes home-based businesses, out-of-town contractors and delivery companies, rental income from property in the city, vendors at farmers markets or street fairs more than once a year, and fitness or surf instruction at beaches and parks [1].

Before you sign a lease

The City recommends contacting planning staff at 760-633-2710 or planning@encinitasca.gov to confirm your business is allowed at that location [1].

Applying and renewing

  • Apply through the Customer Self Service (CSS) portal. Processing takes about two business days for out-of-city businesses and 3 to 4 weeks for businesses in the city [1].
  • Certificates expire after one year. A renewal notice is emailed 45 days before expiration [1].
  • A $4 state-mandated fee is added to each new registration and renewal [1].
