Under state law (AB 2188), small solar systems get an expedited permit process. That means up to 10 kW for photovoltaic (PV) and up to 30 kW for solar water heating. Encinitas adopted Municipal Code Chapter 23.13 through Ordinance 2015-13 on August 19, 2015 [1].
Applications go through the City's online Customer Self Service (CSS) portal. You'll need an eligibility checklist, standard plan, structural criteria, roof plan, elevation drawing and the manufacturer's specifications [1].
The City accepts PV-only and PV-with-battery permits through SolarAPP+. Main panel upgrades will be added later. To be eligible, a project must be on the rooftop of a permitted main residence (no ballasted or ground mounts), use a licensed contractor with an active City of Encinitas business license, and be outside the Coastal Bluff Overlay Zone. SolarAPP+ charges a $25 processing fee [2].

City approval doesn't authorize connecting the system to the utility grid. You need separate approval from the utility for that [5].
