The Contractors State License Board (CSLB) has a free Check a License tool. You can search by license number, business name or Home Improvement Salesperson registration, and results include complaint disclosure [1]. License numbers contain no letters and are no longer than 8 digits [1].
In California, home improvement projects over $500 in combined labor and materials require a written contract, and any changes to it must also be in writing [2].
CSLB says a down payment should never exceed 10 percent of the contract price or $1,000, whichever is less. The one exception is a contractor with a Blanket Performance and Payment Bond on file with CSLB [2].
